Proposed exemption from competitive solicitation - Laboratory Analytical Services
Medford Water Commission (Commission) will consider an exemption from competitive solicitation, pursuant to the Commission’s Contracting and Purchasing Regulations, Section 2.32 – Sole Source Procurements, at the regularly-scheduled board meeting on Wednesday, November 5, 2014, at 12:30 pm.
The Board of Water Commissioners will consider awarding a contract to Neilson Research Corporation (NRC), for laboratory analytical services related to water quality testing.
Findings in support of the exemption consist of the following:
- NRC is the only local, nationally-certified lab that performs these services and extends significant discounts to the Commission for testing services, which will result in significant cost savings for the Commission.
- NRC has a proven track record in accuracy, reliability, flexibility and timeliness.
- It is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts; and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
