Invitation to Bid - Construction of 65MGD Flocculation-Sedimentation Basin Expansion Project at the Robert A. Duff Water Treatment Plant, CIP 14-09

Sealed bids endorsed “CONSTRUCTION OF 65 MGD FLOCCULATION/SEDIMENTATION BASIN EXPANSION PROJECT AT THE ROBERT A. DUFF WATER TREATMENT PLANT, CIP 14-09” will be received by the Medford Water Commission (MWC), until 2:00 p.m. Local Time on Tuesday, March 31, 2015. All bids shall be in writing and must include all documents in the Bid Submittal Packet. Bids will be publicly opened and read by Eric Johnson, PE, MWC Principal Engineer, at 200 S Ivy St, Room 177, Medford, Oregon 97501. All bids will be filed for public inspection following the bid opening. The contemplated work consists of: Conversion of four (4) existing flocculation/sedimentation (floc/sed) basins to flocculation (floc) only, and construction of four (4) new sedimentation (sed) basins. Within the existing floc/sed basins, the existing baffles, effluent pipes, inlet diffu ser wall, influent gates, wooden baffles, and west wall of the basin will be demolished; and new vertical turbine flocculators, concrete baffle walls, flocculator access bridges, drain gates, wash down water system and influent valves and flow meters will be installed. Work on the new sed basins will include the installation of inclined plate settlers, chain and flight clarification equipment, wash-down water system and new effluent gates. The work will also include demolition of existing buried utilities; site grading; backfilling the earthen lagoons; construction of a sludge line valve vault and concrete settled water flume; and buried piping. Work inside the Ozone Facility will include the installation of electrical conduits and conductors, a new MCC, PLC, and 480V power panel; re-routing of raw water influent piping to the floc basin inlet flume; installation of a new rapid mix (flash mixer) injection system, a new service water connection, new polymer feed pumps, polymer mixing and holding tank; and re-routing of chemical feed piping. The work also includes the demolition of the existing mechanical rapid mixer; installation of new access doors; and HVAC improvements. Contractor shall furnish all labor, materials, equipment, and other incidentals necessary to complete the project as set forth in these bid documents, unless otherwise noted. All work shown on the drawings and covered in the specifications is required in order to complete the project. The work will take place inside an existing, operational drinking water treatment plant, and shall include considerations to avoid contamination of the treatment facilities of the plant and interruption of normal plant operations. NOTE: Bid Documents and Addenda will be available electronically for download at no charge at http://www.medfordwater.org. Bidders shall be responsible for all costs related to printing and reproduction of Bid Documents. Prospective bidders should check the website regularly until closing to avoid missing any Addenda, which will only be available online. MWC will not mail printed bid documents to prospective bidders. Drawings, specifications and contract forms may be examined at MWC’s office: 541-774-2440. All documents in the Bid Submittal Packet must be submitted as original, hard copies. Facsimile (FAX) or electronic bids will not be accepted. Bidders who obtain their bid documents, specifications, and drawings only from plan centers, or by means other than the website, will not be registered or appear on the plan-holders’ list and will not receive notifications from MWC regarding this bid. Bidders who obtain documents from plan centers or other vendors are responsible for ensuring they have all addenda. Persons desiring to submit bids shall have delivered prequalification forms no later than 14 calendar days prior to the date of the bid opening (due on Tuesday, March 3, 2015, by 4:00 pm) to Medford Water Commission, ATTN: Eric Johnson, 200 S Ivy St – RM 177, Medford, OR 97501. Any disqualification notices shall be post­marked and mailed from MWC’s office no later than seven (7) calendar days prior to the bid opening. If the contract is for a public improvement project subject to ORS 279C.800 to 279C.870 or the Davis-Bacon Act (40 U.S.C. 3141 et seq.), no bid will be received or considered by the contracting agency unless the bid contains a statement by the bidder that ORS 279C.840 or 40 U.S.C. 3141 et seq., will be complied with. Each bid must contain a statement as to whether the bidder is a resident bidder. A sample contract is included. All employers working under the contract are subject to the workers compensation laws of the State of Oregon. Temporary employees, leased workers and independent contractors do not qualify for MWC benefits. No bid for a public improvement contract shall be received or considered by the public contracting agency unless the bidder and any subcontractors are licensed in the State of Oregon with the Construction Contractors Board or State Landscape Contractors Board. Within two working hours after the date and time of the deadline when bids are due to a contracting agency for a public improvement contract, a bidder shall submit to the contracting agency a disclosure of the first-tier subcontractors pursuant to ORS 279C.370, if applicable. Each bid shall be accompanied by a certified or cashier’s check, irrevocable letter of credit (bank) issued by an insured institution as defined in ORS 706.008, or bid bond, payable to Medford Water Commission in an amount equal to ten percent (10%) of the total amount of the bid. Bid security shall be furnished to MWC as security against the failure of the successful bidder to comply with all requirements within the time frames established subsequent to notification of award. An asbestos abatement license under ORS 468A.720 will not be required of the contractor or its subcontractors. MWC reserves the right to reject any and/or all bids and to waive irregularities or informalities in the bid or in the opening, and may cancel the procurement or reject for good cause any or all bids in accordance with ORS 279B.100. MWC reserves the right to postpone the award of the con­tract for a period not to exceed 60 days. A MANDATORY pre-bid meeting and site inspection is scheduled for Tuesday, Feb. 24, 2015, at 10:00 a.m., at the Robert A. Duff Water Treatment Plant, 8301 Table Rock Rd., White City, Oregon. All bidders and primary subcontractors must examine the site and become familiar with all site conditions prior to the bid. The successful bidder shall have a current City of Medford Business License upon bid award. Statements made by MWC’s representatives at the meeting or elsewhere are not binding upon MWC unless an addendum has been issued by MWC and posted on the website. Award of the contract will be subject to approval of the Board of Water Commissioners.
