PUBLIC NOTICE: Proposed Exemption From Competitive Solicitation - Credit Card Processing
NOTICE IS HEREBY GIVEN that Medford Water Commission (Commission) will consider an exemption from competitive solicitation pursuant to the Commissionís Contracting and Purchasing Regulations, Section 2.32 Ė Sole Source Procurement at the regular meeting of Wednesday, October 4, 2017 at 12:15 p.m.
The Commission will consider awarding a contract to Invoice Cloud, Inc. for Credit Card Processing and Processing Card Industry (PCI) Compliance Solutions. Findings in support of the exemption from competitive bidding consist of the following: Invoice Cloud, Inc. is one of two cloud-based credit card processing solutions offered by the Commissionís current Customer Information Service vendor and the only one that would integrate with our website; Invoice Cloud, Inc. has the technical expertise, facilitation experience and knowledge of credit card processing and meets the highest level of PCI security standards; and this will allow the Commission to offer enhanced security as well as additional services to our customers. It is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts; and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
