Notice is hereby given that Medford Water Commission (COMMISSION), by and through its Board of Water Commissioners, will receive sealed proposals until 3:00 p.m., Local Time, Thursday, May 9, 2019, at the COMMISSION office, 200 S. Ivy St. - Room 177, Medford, Oregon 97501, for the following services:

This solicitation and selection will be conducted using the Qualification Based Selection (QBS) process. Proposals received after the time established for receiving proposals will not be considered. Facsimile proposals are not acceptable. All proposals shall be submitted as set forth in the General Specifications, Proposal Instructions, and must contain a Signed Proposal Submission Form. COMMISSION is not responsible for proposals submitted in any manner, format or to any delivery point other than as required by the RFP Document. NOTE: on Monday, April 8, 2019, Request for Proposal (RFP) Documents and Addenda will be available electronically for download at no charge here. Select ‘click here for plans’ under the Plans column. Call (541) 774-2457 to register and obtain the login password. Proposers shall be responsible for all costs related to printing and reproduction of RFP Documents. Proposers should check the website regularly until closing to avoid missing any Addenda, which will only be available online. RFP documents may be examined at COMMISSION’s office: call (541) 774-2440. Printed RFP documents will not be mailed by COMMISSION.
A voluntary pre-proposal conference for all firms interested in submitting a proposal will be held from 2:00 p.m. to 3:00 p.m. on Tuesday, April 23, 2019. The conference will be held at the Lausmann Annex located at 200 S. Ivy Street, Rm. 151, Medford, Oregon. Site visits will not be accommodated relating to this RFP.Statements made by COMMISSION’s representatives at the meeting are not binding upon COMMISSION unless confirmed by Written Addendum; any change to or interpretation of the RFP document by COMMISSION shall be accomplished by Written Addendum.
Proposers who obtain their RFP documents only from plan centers, or by means other than the COMMISSION website, are responsible for ensuring they have all addenda; they will not be registered or appear on the list of plan holders and will not receive notifications from COMMISSION regarding this RFP. Each proposal must contain a statement as to whether the Proposer is a resident, as defined in ORS 279A.120. Sealed proposals are to be sent to Medford Water Commission, Attention: Rodney Grehn, P.E., Staff Engineer, 200 South Ivy Street Rm. 177, Medford, Oregon, 97501. Consultants will be selected to provide services based upon qualifications and proposal evaluation; COMMISSION does not guarantee any amount of work as a result of this RFP. COMMISSION reserves the right to reject any or all proposals and to waive irregularities or informalities in a proposal or in the opening and may cancel the procurement in accordance with ORS 279B.100. A sample contract is included; award of the contract will be subject to approval of the General Manager or Board of Water Commissioners.
