INVITATION TO BID: Engineered Lagoons 5-8 Expansion

Notice is hereby given that Medford Water Commission (COMMISSION), by and through its Board of Water Commissioners, will receive sealed bids endorsed “ENGINEERED LAGOONS 5-8 EXPANSION” until 2:00 p.m. Local Time, November 19, 2019. All bids shall be in writing and must include all documents in the Bid Submittal Packet. Bids will be publicly opened and read by Eric Johnson, P.E., Principal Engineer of COMMISSION at 200 S. Ivy St, Room 177, Medford, Oregon 97501. All bids will be filed for public inspection following the bid opening. The Work to be performed under these Contract Documents shall include but is not limited to: Construction of four (4) concrete solids handling lagoons. The work will consist of all erosion control, site preparation, earthwork, underground piping and valves, rebar, formwork, cast in place concrete, mechanical, electrical, I&C, and any other work described within the bid documents. The Contractor will coordinate with the Owner for the timing of the construction and any necessary shutdown of the facility relating to the work. The funding for this work bridges two (2) fiscal years and the contractor must manage the work with consideration to these fixed funding milestones.

Bidders should check the website regularly until closing to avoid missing any Addenda, which will only be available online. Bid Documents will be available for viewing at the Medford Water Commission office located at 200 South Ivy St., Rm. 177, Medford, Oregon, or purchased for a cost of $100.00.

Persons desiring to submit bids shall have delivered prequalification forms no later than fourteen (14) calendar days prior to the date of the bid opening to Medford Water Commission, ATTN: Eric Johnson, 200 S Ivy St. – RM 177, Medford, OR 97501. Any disqualification notices shall be post­marked and mailed from COMMISSION no later than seven (7) calendar days prior to the bid opening. If the contract is for a public improvement project subject to ORS 279C.800 to 279C.870 or the Davis-Bacon Act (40 U.S.C. 276a), no bid will be received or considered by the contracting agency unless the bid contains a statement by the bidder that ORS 279C.840 or 40 U.S.C. 276a will be complied with. Each bid must also contain a statement as to whether the bidder is a resident bidder. Bidders must understand the prohibition set forth in ORS 652.220 and in other laws or rules that prohibit discrimination in compensation or wage payments and must provide proof that they have received training on Oregon's pay equity laws prior to contract execution (ORS 279A.167). A sample contract is included. All employers working under the contract are subject to the workers compensation laws of the State of Oregon. Temporary employees, leased workers and independent contractors do not qualify for COMMISSION benefits. No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is registered in the State of Oregon with the Construction Contractors Board or licensed by the State Landscape Contractor’s Board. Within two (2) working hours after the date and time of the deadline when bids are due to a contracting agency for a public improvement contract, a bidder shall submit to the contracting agency a disclosure of the first-tier subcontractors pursuant to ORS 279C.370, if applicable. A surety bond, signed irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, cashier’s check or certified check of each bidder shall be submitted with or posted for all bids as bid security unless the contract for which a bid is submitted has been exempted from this requirement under ORS 279C.390. The security may not exceed 10 percent of the amount bid for the contract. This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Oregon DEQ pursuant to ORS 468A.720. COMMISSION may cancel the procurement or reject for good cause any or all bids in accordance with ORS 279B.100. COMMISSION reserves the right to postpone the award of the con­tract for a period not to exceed 60 days. A MANDATORY pre-bid conference and site inspection is scheduled for October 24, at 10:00 a.m. at the Robert A. Duff Water Treatment Plant, 8301 Table Rock Rd., White City, OR 97503. Statements made by COMMISSION’s representatives at the conference or elsewhere are not binding upon COMMISSION unless confirmed by written addendum.
