INVITATION TO BID
Notice is hereby given that Medford Water Commission (COMMISSION), by and through its Board of Water Commissioners, will receive sealed Bids until 3:00 p.m., Local Time, Thursday, December 5, 2019, at the COMMISSION office, 200 S. Ivy St. - Room 177, Medford, Oregon 97501, for the following services:
RESIDENTIAL BACKFLOW ASSEMBLY TESTING AND MAINTENANCE SERVICES
Bids received after the time established for receiving bids will not be considered. Facsimile packages are not acceptable. All bids shall be submitted as set forth in the Information for Bidders and must contain a signed Bid Submission Form. COMMISSION is not responsible for bids presented in any manner, format or to any delivery point other than as required by the Invitation to Bid (ITB) Document. NOTE: on Tuesday, November 5, 2019, ITB Documents will be available electronically for download here at no charge. Follow the link on the homepage, under Bids & RFPs, select ‘Click here for plans’ under the Plans column. Email mark.depner@medfordwater.org or call (541) 774-2459 to register and obtain the login password. Respondents shall be responsible for all costs related to printing and reproduction of ITB Documents. Respondents should check the website regularly until closing to avoid missing any Addenda, which will only be available online. ITB documents may also be examined at COMMISSION’s office; printed ITB documents will not be mailed by COMMISSION.
Statements made by COMMISSION’s representatives at the meeting are not binding upon COMMISSION unless confirmed by Written Addendum; any change to or interpretation of the ITB document by the Commission shall be accomplished by Written Addendum. Respondents who obtain their ITB documents only from plan centers, or by means other than the COMMISSION website, are responsible for ensuring they have all addenda; they will not be registered or appear on the list of plan-holders and will not receive notifications from COMMISSION regarding this ITB. The single point of contact for questions regarding the ITB, bid process, clarification, award process, protests, or any other issues that arise, is Mark Depner at (541) 774-2459, mark.depner@medfordwater.org. Each Bid must contain a statement as to whether the Bidder is a resident, as defined in ORS 279A.120. Bidders must understand the prohibition set forth in ORS 652.220 and in other laws or rules that prohibit discrimination in compensation or wage payments and must provide proof that they have received training on Oregon's pay equity laws prior to contract execution (ORS 279A.167). A sample contract is included. All employers working under the contract are subject to the workers compensation laws of the State of Oregon. Temporary employees, leased workers and independent contractors do not qualify for COMMISSION benefits. Sealed Bids are to be sent to Medford Water Commission, Attention: Mark Depner, Purchasing Agent, 200 South Ivy Street – Room 177, Medford, Oregon, 97501. Bidders will be selected to provide services based upon bid evaluation; COMMISSION does not guarantee any amount of work as a result of this ITB. COMMISSION reserves the right to reject any or all Bids and to waive irregularities or informalities in a Bid or in the opening and may cancel the procurement in accordance with ORS 279B.100. A sample contract is included; award of the contract will be subject to approval of the General Manager or Board of Water Commissioners.
