PUBLIC NOTICE: Proposed Exemption From Competitive Solicitation - Water Bill Services Wednesday, September 29, 2021
NOTICE IS HEREBY GIVEN that the Board of Water Commissioners will consider an exemption from competitive solicitation pursuant to Medford Water’s Contracting and Purchasing Regulations, Section 2.32 – Sole Source Procurement at the regular meeting of Wednesday, October 6, 2021, at 12:15 p.m.
The Board will consider awarding a contract to Bend Mailing Services (BMS) for Water Bill Design, Printing and Mailing Services. Findings in support of the exemption from competitive bidding consist of the following: BMS has the specialized technical skills, expertise and resources to provide the Commission with cost effective water bill design, printing and mailing services; BMS is uniquely qualified with in-depth knowledge of the Commission’s water billing and mailing requirements; BMS provides Commission staff with on-call technical support and programming services related to the water bill; BMS provides our customers with e-Bills, giving the Commission the ability to present an exact copy of the same bill that the customer receives. It is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts; and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
