Project Description and Benefits
- Medford Water will install 18,000 feet of new 42″ water transmission pipeline under and along Table Rock Road, from our Robert A. Duff Water Treatment Plant north of Kirtland Road to Vilas Road.
- This project will not only provide additional water transmission capacity to support our growing community, but it will also provide a seismically resilient connection from our water treatment plant to the rest of our distribution system.
- Contractor Pilot Rock Excavation will begin construction in November 2023. We will provide more information as it becomes available.

The construction contract was awarded to Pilot Rock Excavation at the regular meeting of the Board of Water Commissioners on July 19, 2023. The anticipated construction schedule is February 2024 through May 2025. This schedule is subject to change; we will provide more information as it becomes available.

December 2024 | The final waterline tie-in will take place the week of December 9th, followed by clean up. With the exception of a final paving inlay that will be completed in February or March of 2025 (weather permitting), the project is anticipated to be primarily wrapped up by December 20th. We thank neighbors and drivers for their patience throughout this important infrastructure project. |
November 2024 | Paving and other work is nearing completion, and the project should be mostly wrapped up by the second week of December. |
October 2024 | The project is at the approximately 75% completion mark, with the new pipe passing pressure tests, and paving work is still ongoing during both day and nighttime hours. |
September 2024 | Contractor Pilot Rock Excavation has done a great job of working efficiently to keep the project moving quickly; both day and night work are ongoing as paving continues. We thank neighbors and drivers for their patience throughout this project. |
June 2024 | The project is approximately 30% complete; crews are finishing up work near Wilson Road, then will move to the north end of project to install the next 2400’ for the next several weeks, ending just south of Mosquito Lane. Work in intersections will continue to take place during a combination of day and nighttime to ease traffic issues. |
May 2024 | While roadwork continues at both ends of the project, boring will soon begin near the Table Rock Road at Bateman Drive intersection, and near Rogue Transfer & Recycling. From 7 p.m. PST May 13th through the 25th, Southbound lanes will be closed between Kirtland Road and Antelope Road; detours will be in place. This work is subject to change, and will facilitate future phases of the project, keeping it on track and running as efficiently as possible. |
April 2024 | Work will soon begin near the Robert A. Duff Water Treatment Plant (located north of Kirtland Road). During this time, paving will continue at the south end of the project, near Vilas Road. Work at intersections will primarily take place at night, to ease traffic issues. We aim to complete project activities as efficiently as possible to minimize disruption to residents and travelers, and appreciate your continued patience. |
March 2024 | Construction activities within the Table Rock Rd. and Vilas Rd. intersection will begin the week of March 4th-8th, taking place at night to ease daytime traffic issues, and lasting approximately a couple of weeks. Following that, day work will continue from Vilas Rd. towards Kirtland Rd. and our water treatment plant. Please drive cautiously and be aware of changes to traffic patterns, the active construction zone has a 35 mph posted speed limit. |

Near the end of February, construction work will also begin at the Vilas Road intersection; work in the intersection will take place at night to ease daytime traffic issues. We will minimize impacts as much as possible, but these activities will result in temporary lane closures and traffic delays as we carefully install this vital infrastructure. Please drive cautiously and be aware of changes to traffic patterns. |
September 2023 | Medford Water continues to receive materials for this project, and we are currently working with our partners at Jackson County and the City of Medford on required permitting and traffic control plans. Construction is anticipated to begin November 2023, beginning at the Vilas Road and Table Rock Road intersection, and continue to May 2025. Traffic patterns will be impacted for extended periods of time, so please consider alternate routes and drive carefully in construction zones. |
July 2023 | Design and permitting of this project is complete, and the construction contract was awarded by the Board of Water Commissioners to Pilot Rock Excavation on July 19, 2023. Medford Water pre-purchased the materials for this project in order to reduce costs and to better manage the long-lead times for pipeline components; the materials are currently being delivered to our storage location. |
