INVITATION TO BID: TABLE ROCK ROAD RESILIENT WATER PIPELINE PROJECT

Notice is hereby given that Medford Water Commission (Medford Water), by and through its Board of Water Commissioners, will receive Bids until 2:00 p.m., Local Time, Tuesday, June 27, 2023 for its Table Rock Road Resilient Water Pipeline Project.  All Bids shall be in writing and identified as “TABLE ROCK ROAD RESILIENT WATER PIPELINE PROJECT” and must include all components of the Bid submittal packet and any addenda and submitted via email to Kevin Caldwell at kevin.caldwell@medfordwater.org. Bids will be publicly opened and read by Kevin Caldwell, Project Manager, via Microsoft Teams Conference Call. All Bids will be filed for public inspection following the Bid opening. The Contractor shall provide everything necessary for installing approximately 18,000 linear feet of 42 inch diameter and approximately 450 linear feet of 48 inch fully restrained ductile iron transmission pipeline.  This work consists of, but is not limited to: pipeline installation, trenching, trenchless crossings, pipeline appurtenances such as blowoffs, air valves, isolation valves, pavement replacement, utility relocations, and traffic control.  Funding for this work will include Federal dollars.  All applicable Federal guidelines will be strictly observed.  Construction to be done in conformance with the Bid Documents provided by Jacobs Engineering. Attendance at a prebid conference will be a mandatory requirement of submitting a Bid for this Project. Refer to Information for Bidders for additional information.

Potential Bidders must contact Mark Depner, Purchasing Agent, at mark.depner@medfordwarter.org or (541) 774-2459 to be provided a login password to download the Bid Documents from the Medford Water website.  Bid Documents will be available electronically at www.medfordwater.org. Follow the link from the Home Page, Doing Business under Bids marked ‘TABLE ROCK ROAD RESILIENT WATER PIPELINE PROJECT’, then select ‘click here for plan’ under the Plans column.  Potential Bidders will be responsible for all printing and production requirements for reproduction of the Bid Documents. Contractor will need to make arrangements to produce their own hard copy.

If the contract is for a public improvement project subject to ORS 279C.800 to 279C.870 or the Davis-Bacon Act (40 U.S.C. 276a), no Bid will be received or considered by the contracting agency unless the Bid contains a statement by the Bidder that ORS 279C.840 or 40 U.S.C. 276a will be complied with. Each Bid must contain a statement as to whether the Bidder is a Resident Bidder. A sample contract is included. All employers working under the contract are subject to the workers compensation laws of the State of Oregon. Temporary employees, leased workers and independent Contractors do not qualify for Medford Water benefits. No Bid for a construction contract shall be received or considered by the public contracting agency unless the Bidder is registered in the State of Oregon with the Construction Contractors Board. Notification to Bidders of project addenda will only be made electronically on Medford Water’s website (www.medfordwater.org). Within two working hours after the date and time of the deadline when Bids are due to a contracting agency for a public improvement contract, a Bidder shall submit to the contracting agency a disclosure of the first-tier subcontractors pursuant to ORS 279C.370, if applicable. A surety bond, signed irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, cashier’s check or certified check of each Bidder shall be submitted with or posted for all Bids as Bid security unless the contract for which a Bid is submitted has been exempted from this requirement under ORS 279C.390. The security may not exceed 10 percent of the amount bid for the Contract. This Project does not contain asbestos abatement work and the Contractor or (any) subcontractor will not be required to be licensed by the Oregon DEQ pursuant to ORS 468A.720. Medford Water may cancel the procurement or reject for good cause any or all Bids in accordance with ORS 279B.100. Medford Water reserves the right to postpone the award of the Con­tract for a period not to exceed 60 days.
 
Statements made by Medford Water’s representatives at the pre-bid conference or elsewhere are not binding upon Medford Water unless confirmed by written addendum.
