PUBLIC NOTICE: Proposed Exemption from Competitive Solicitation - Vernal Pool Monitoring & Maint.
NOTICE IS HEREBY GIVEN that Medford Water Commission (MWC) has proposed an exemption from competitive solicitation pursuant to Section 2.32 - Sole Source Procurement of MWC's Contracting and Purchasing Regulations, and on July 25, 2019, will consider awarding a contract to Terra Science, Inc. (TSI) to perform consulting services for monitoring and maintenance of the Medford Water Commission vernal pool preserve. Findings in support of the exemption from competitive bidding consist of the following: TSI has successfully completed vernal pool consulting tasks for MWC for the past 3 years. These tasks are extremely specialized, and TSI has extensive experience in vernal pool management in the Rogue Valley, with numerous vernal pool clients in the region, which contributes to their depth of experience in the area and increases cost and knowledge efficiencies. TSI also has long-term relations with the regulatory agencies and is highly regarded. It is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts, and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
