INVITATION TO BID: DUFF WTP RELOCATED ENTRANCE

Notice is hereby given that Medford Water Commission (MWC), by and through its Board of Water Commissioners, will receive Bids until 2:00 p.m., Local Time, Tuesday, April 20, 2021 for its Relocated Entrance at the Robert A. Duff Water Treatment Plant.  All bids shall be in writing and identified as “Relocated Entrance at the Robert A. Duff Water Treatment Plant” and must include all components of the bid submittal packet and any addenda. Bids will be publicly opened and read by Andy Huffman, Capital and Special Projects Coordinator, of MWC via Zoom Conference Call. All bids will be filed for public inspection following the bid opening. The Contractor shall provide everything necessary for construction of roadway improvements at the Duff Water Treatment Plant.  This work will be performed in the Jackson County Table Rock Rd. right of way and onsite at 8301 Table Rock Rd.  In order to bid on this project the Contractor must be prequalified with Jackson County Roads to work in the right of way  This work consists of, but is not limited to:  asphalt cutting and grinding, excavation and placement of roadway subgrade materials, storm drain pipe and conveyance, preparation of subgrade for installation of asphalt, asphalt placement and striping, removal and replacement of security fencing consistent with existing fencing, installation of electrical and control conduit and wiring.  Installations to be done in conformance with the bid documents and Jackson County Roads building standards.

Follow the link from the Home Page, Doing Business under Bids marked ‘INVITATION TO BID - RELOCATED ENTRANCE AT THE ROBERT A. DUFF WATER TREATMENT PLANT, CIP-19-00198, then select ‘click here for plan’ under the Plans column.  Potential Bidders will be responsible for all printing and production requirements for reproduction of the Bid Documents.  Due to COVID-19 restrictions, hard copy documents will not be available.  Contractor will need to make arrangements to produce their own hard copy.

If the contract is for a public improvement project subject to ORS 279C.800 to 279C.870 or the Davis-Bacon Act (40 U.S.C. 276a), no bid will be received or considered by the contracting agency unless the bid contains a statement by the bidder that ORS 279C.840 or 40 U.S.C. 276a will be complied with. Each bid must contain a statement as to whether the bidder is a resident bidder. A sample contract is included. All employers working under the contract are subject to the workers compensation laws of the State of Oregon. Temporary employees, leased workers and independent contractors do not qualify for MWC benefits. No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is registered in the State of Oregon with the Construction Contractors Board or licensed by the State Landscape Contractor’s Board. Notification to bidders of project addenda will only be made electronically on MWC’s website (www.medfordwater.org). Within two working hours after the date and time of the deadline when bids are due to a contracting agency for a public improvement contract, a bidder shall submit to the contracting agency a disclosure of the first-tier subcontractors pursuant to ORS 279C.370, if applicable. A surety bond, signed irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, cashier’s check or certified check of each bidder shall be submitted with or posted for all bids as bid security unless the contract for which a bid is submitted has been exempted from this requirement under ORS 279C.390. The security may not exceed 10 percent of the amount bid for the contract. This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Oregon DEQ pursuant to ORS 468A.720. MWC may cancel the procurement or reject for good cause any or all bids in accordance with ORS 279B.100. MWC reserves the right to postpone the award of the con­tract for a period not to exceed 60 days. A MANDATORY pre-bid conference and site inspection is scheduled for April 6, 2021 at 9:00 a.m. at the Robert A. Duff Water Treatment Plant, 8301 Table Rock Rd., White City, OR 97301.  All state and local mandated COVID-19 distancing and preventative protocol will be strictly observed.  Attending contractors will be responsible for their own transportation and safety equipment. Statements made by MWC’s representatives at the conference or elsewhere are not binding upon MWC unless confirmed by written addendum.
